Larry Zelvin

​Larry Zelvin is the Head of Security Advisory at BMO Financial Group where he is responsible globally for advising BMO partners, clients, and communities on cyber security, fraud, physical security and crisis management trends, threats, and best practices.


Frequently asked to advise global public and private sector leaders, companies, media, and communities, Larry is well positioned to advance the security dialogue by leveraging insights from his distinguished career in security and crisis management. In 2019, Larry joined BMO to establish the industry-leading Financial Crimes Unit, a first of its kind integrated security capability in Canada. Under Larry's leadership, BMO's Financial Crimes Unit designed and implemented a resilient operational and technological ecosystem that has maintained the protection of BMO and its clients through unprecedented global disruptions including the COVID-19 pandemic, the transition to remote work, geopolitical instability, and major banking transformations. 
 

Prior to BMO, Larry was a Managing Director and the Global Head of Cyber Security at Citigroup. Larry also held several roles in the U.S. Government that include Director, National Cybersecurity and Communications Integration Center, U.S. Department of Homeland Security; Senior Director for Response, National Security Council, The White House; and, Director, Homeland Defense Integration, Office of the Secretary of Defense, The Pentagon. He served as a U.S. Naval Officer and Aviator for 26 years and retired as a Captain. 
 

Larry has a Bachelor of Arts from Boston University, a Master of Arts from the U.S. Naval War College and a Master of Science from the U.S. Defense Intelligence College.
